Among higher priority orders to be found under Number 347 – a military directive for the attention of the governor of Latakia, full of advice, directions and recommendations regarding due regard to justice and discipline and other matters – the following is worth noting:
« The act of harming a subject or failing in the duty of assistance goes against our will for the Muslim and the Christian are our subjects and faith matters hold no sway in political affairs. Each must keep their station. The Muslim will have to behave according to Islam and the Christian according to Christianity and neither is to dominate the other. »
