Letter from the Council of Bern to the council of Zurich asking for the refugees to leave
Having offered more fine words than actual relief we insist on the refugees' departure. Hardship has struck in such a way that our country folks [namely inhabitants of the canton of Bern] leave the country, not just by family but in groups and by village and they migrate with no better prospects than the refugees' – and without help.
